Design professionals’ legal risks increased under nature’s attack: Chichi Earthquake experience
نویسندگان
چکیده
This paper aims to examine increases in professional liability for architectural and engineering (A/E) professionals following quantitative changes in litigation risks after the Chichi Earthquake. The methodology uses t-tests and ANOVA to analyse the impact of the earthquake with regard to (1) the number of A/E litigations, (2) the type of plaintiff, (3) court decisions, and (4) the scope of A/E activities or practices challenged by litigation. Our results showed the risk of liability lawsuits increased significantly, and lawsuits were more persistent after the earthquake. The professional liability risk seemed to intensify in higher courts. The risks of both professional liability and criminal indictment by public prosecutors were increased. 2008 Elsevier Ltd and IPMA. All rights reserved.

The excavation in the Wanfung area has provided evidence for at least three earthquake ruptures, including the 1999 ChiChi one. The Chi-Chi earthquake formed an obviously major reverse fault, backthrust, and several minor normal faults, accompanied by a teardrop-shape anticline in the fault tip. Paleoseismic ruptures I and II show the vertical displacement of 0.4 m and 1.2 m, respectively, whic...

The September 21, 1999, Mw 7.6 Chichi earthquake destroyed several thousand buildings and caused more than 2000 fatalities in central Taiwan. The earthquake occurred along the Chelungpu fault, a thrust fault on the western flank of the Taiwan fold-andthrust belt. The surface rupture was more than 90 km long, and vertical displacements ranged from 3 to 8 m. Although pre-existing scarps were iden...
متن کاملEditorial: Mega Quakes: Cascading Earthquake Hazards and Compounding Risks
Mega quakes pose major threats to modern society, generating casualties and fatalities, disrupting socioeconomic activities, and causing enormous economic loss across the world. Recent major disasters, such as the 2004 Indian Ocean tsunami, the 2011 Tohoku Japan earthquake and tsunami, and the 2015 Gorkha Nepal earthquake, are vivid reminders that complex risk cascades drive most earthquake cri...
